HOĆE LI OGULIN SNOSITI TROŠKOVE NASTALE NA IZGRADNJI AGLOMERACIJE KARLOVAC - DUGA RESA ?.
Aglomeracija Karlovac – Duga Resa, projekt vrijedan 67 milijuna eura, u Karlovcu je izazvao niz kontraverzi. Projekt obuhvaća izgradnju (65 km) i rekonstrukciju (6,9 km) sustava odvodnje, rekonstrukciju (28,1 km) i dogradnju (5,8 km) sustava vodoopskrbe, izgradnju postrojenja za solarno sušenje mulja na UPOV,i nabavu vozila za održavanje sustava odvodnje i nabavu mjerne opreme za optimizaciju rada UPOV-a.
Ovim projektom u gradskom središtu, u povijesnoj „Zvijezdi“, nastalo je, kako neki kažu zbog nestručnog izvođenja radova, niz oštećenja na zgradama, što je izazvalo nezadovoljstvo građana. Iz ViK Karlovac, kažu da će sve štete biti namirene i oštećene zgrade sanirane.
I naše gradsko vodstvo, zabrinuto je zbog nastalih šteta, što bi se, smatraju, moglo odraziti na naše džepove, te je uputilo dopis Europskoj komisiji a među ostalima, i Ursuli von der Leyen. Ogulinsko gradsko vodstvo, kako piše Ogportal, u svom dopisu među ostalim navodi:

” S velikom zabrinutošću promatramo provođenje radova na predmetnom projektu jer će trošak milijunskih šteta koje su nastale nestručnim provođenjem projekta Aglomeracije Karlovac – Duga Resa spasti na objedinjenu tvrtku Vodovod i kanalizacija d.o.o. Karlovac, a što će se odraziti i na građane Ogulina, ali i ostalih gradova i općina Karlovačke županije koji će u budućnosti biti korisnici usluga te buduće velike zajedničke tvrtke.
Grad Karlovac je postao primjerom komunalne i infrastrukturne katastrofe bez presedana, koja se financira novcem europskih poreznih obveznika i potporom EU.
Prilikom nestručnog provođenja ovog projekta došlo je do nezapamćene i katastrofalne razine oštećenja javnih i privatnih zgrada u povijesnoj jezgri grada Karlovca. Tu štetu će netko morati platiti, a to će najvjerojatnije biti svi građani korisnici buduće objedinjene tvrtke Vodovod i kanalizacija d.o.o. Karlovac koju će štetu vraćati kroz cijenu vode ili fiksnu naknadu", navodi se u dopisu Grada Ogulina.
O tome će gradonačelnik Domitrović imati u Karlovcu sutra ( 10. 5. 2024. ) presicu, zajedno sa predstavnicima Inicijative građana Gradske četvrti Zvijezda i Inicijative građana Gradske četvrti Gaza.

Na reakciju iz Ogulina, reagirali su iz ViK-a Karlovac i odgovorili:
„A što je s aglomeracijom u Ogulinu? Zašto nisu iskorištena sredstva?
Da se Grad Ogulin zainteresirao za navedenu temu, znao bi da će Vodovod i kanalizacija d.o.o.Ogulin imati status podružnice, da će imati svoje prihode i troškove, neovisno o Vodovodu i kanalizaciji d.o.o. Karlovac“.
„Projekt Poboljšanje vodno komunalne infrastrukture aglomeracije Karlovac – Duga Resa, najveći je komunalni projekt u Karlovcu. Odobrila su ga nadležna tijela, prošao je sve kontrole bez korekcija i vode ga stručne osobe sa svojim referencama iz područja građevinarstva i strojarstva. Radovi se izvode u skladu sa projektnom dokumentacijom i građevinskim dozvolama.
Na trasi radova u Zvijezdi ukupne duljine pet kilometara, jača oštećenja dogodila su se unutar trase od 400 metara, na kanalu Klaićeva- Kraševa. Radi se o pet jače oštećenih objekata, od kojih su dva bila jače oštećena u potresu.
Odgovornosti će se utvrđivati naknadno, sukladno Zakonu o obveznim odnosima i sklopljenim Ugovorima.
Svi oštećeni objekti će biti i sanirani. Prvi korak sanacije je izrada elaborata i projektne dokumentacije gdje će se utvrditi težina i trošak sanacije.
Naručitelj je sve navedeno više puta javno komunicirao i komunicirat će sve daljnje korake vezano za radove, u skladu sa mišljenjem struke.
Što se tiče zakonske obveze provođenja pripajanja, Grad Ogulin još uvijek nije pristupio postupku pripajanja na način da se uspostavi dijalog i dogovor u smislu raspodjele odgovornosti i poslovnih procesa između Društava Karlovac i Ogulin. Da je Grad Ogulin doista zainteresiran za postupak pripajanja i dobrobiti svojih sugrađana te utjecaja koji bi integracija vodovoda imala na poslovanje njihovog javnog isporučitelja , već bi nam se javili.
Da se Grad Ogulin zainteresirao za navedenu temu, znao bi da će Vodovod i kanalizacija d.o.o.Ogulin imati status podružnice, da će imati svoje prihode i troškove, neovisno o Vodovodu i kanalizaciji d.o.o. Karlovac. Ovakav način komuniciranja tema pripajanja kao i projekta aglomeracije smatramo vrlo neprimjerenim i površnim.
Kako bi se proveo proces pripajanja koji je zakonska obveza, i ovim putem pozivamo Grad Ogulin da pristupi razgovorima o pripajanju Društava Karlovac i Ogulin.
Zaključno, vezano za temu EU projekata, zanima nas status projekta aglomeracije u Ogulinu, zašto nije pokrenut, odnosno zašto nisu iskorištena EU sredstva za Grad Ogulin? Postavlja se pitanje, hoće li tražiti od Vodovoda i kanalizacije d.o.o. Karlovac, da plaća investicije za koje su sredstva mogli i trebali osigurati iz EU fondova“, pitaju iz VIK-a.
